We welcome the opportunity to provide feedback on the Consultation Paper: Proposed Methodology for Calculating Restoration Contributions Charges (Consultation Paper). Thank you for accepting our late submission. Impacts on nationally protected matters are frequently allowed on the basis of proposed impacts being compensated for, and may not otherwise be allowed. A framework that allows the collection of money for offsets that are not actually possible, or a calculator that does not require enough money to facilitate effective offsets, will lead to an ongoing decline in our nationally protected species and environmental values. The methodology for calculating the amount to be paid as a restoration contribution charge is therefore critical: if it systematically underestimates the true cost or uncertainty of restoration, it risks failing to achieve the environmental outcomes needed to adequately compensate for the impacts of actions.
