JO-ANNE BRAGG – EDO Qld Principal Solicitor


Jo Bragg graduated from Sydney University in 1988 with a Bachelor of Arts and a Bachelor of Laws. After working with law firm Minter Ellison in Sydney in company and commercial law, Jo moved to Brisbane in 1992 to take up the position of Solicitor at the EDO Qld, and is now the longest serving EDO solicitor in Australia.

Throughout her years as Principal Solicitor at the EDO Qld, Jo has provided invaluable legal advice to members of the public and community and environment groups, and has made critical contributions to reforming Queensland’s environmental laws, particularly in successful advocacy for expanded third party enforcement rights. In recent years Jo has worked on a number of successful test cases  concerning the Cth EPBC Act, including the Nathan Dam case. Recently Jo has run 8 workshops on the draft SEQ Regional Plan in partnership with community environmental groups and the Community Planning Advocacy Centre. In her spare time she enjoys reading, playing games with her children, cycling and bushwalking.


LARISSA WATERS – EDO Qld Solicitor


Larissa was admitted as a solicitor in 2001 and joined EDO Qld in April 2002 as the second solicitor. She holds a Law degree with honours, an Environmental Science degree majoring in Environmental Policy and Economics, and a Graduate Diploma in Legal Practice from the College of Law in NSW. Prior to joining EDO, Larissa worked as a researcher at the Land and Resources Tribunal and in a Brisbane city law firm in workplace relations and commercial litigation.

Larissa’s particular areas of interest are vegetation management laws, Commonwealth environmental laws, increasing enforcement of environmental laws (including by members of the public), and increasing avenues for public participation in environmental decision making. In her spare time, she enjoys vegetarian cooking, reading, spoiling her dog and camping.

ANITA O'HART – EDO Qld Solicitor

Anita O’Hart was admitted as a solicitor in 1999. Prior to working for the EDO, Anita worked as a solicitor for Woolf Associates, a boutique Sydney law firm with a specialty in public interest environmental litigation.

Anita started working for the EDO part-time in 2005 and is the author of the EDO publication “The Community Litigant’s Handbook – Using the planning law to protect the environment.” Anita’s areas of interest include litigation and law reform, particularly relating to climate change. Anita has travelled extensively and loves sailing.
